The game was built using the proprietary Genie Engine, designed by Bruce Shelley, who had previously co-designed Civilization with Sid Meier. The team combined the resource-gathering and tech-tree progression of turn-based historical epics with a smooth, 2D isometric real-time combat engine, paving the way for the golden era of historical RTS games.
